Job Description
FUNCTIONS: Under the supervision of the Deputy Director of Marketing & Communications, the incumbent serves as the Marketing and Communications Specialist. Knowledge of the methods, practices and techniques of marketing and communications and the demonstrated ability to implement strategic marketing plans. Knowledge of brand marketing, direct marketing, and cross-marketing techniques and practices. Experience in developing strategies to reach targeted audiences. Develops and implements short-term plans for the assigned accounts based on directions provided by the Deputy Director of Marketing & Communications and the overall communications strategy. Provides input on strategic plans to the Deputy Director on assigned account areas. Works with graphic designer and online teams to provide creative direction on materials including, but not limited to flyers, brochures, posters, newsletters, pamphlets, and web presence. Serves as assistant editor for the department; writes, reviews and copyedits materials and publications. Creates and implements advertising and media buying strategies. Reviews and evaluates success of marketing & communications programs within assigned account areas and makes recommendations to the Deputy Director. Develops and maintains professional relationships with other marketing and communications professionals at civic, corporate and non-profit organizations.


Requirements
QUALIFICATIONS: Bachelor’s Degree and three or more years of relevant experience working in public relations agency, corporate communications, or non-profit public relations environment. Library marketing experience a plus. One year of specialized experience equivalent to the CS-09 level: or three full years of progressively higher level graduate education leading to a degree. One (1) year of Specialized Experience is defined as experience in the same or similar work of this position and has equipped the applicant with the knowledge, skills and abilities successfully perform the duties of the position.

KSA#1 Knowledge of the methods, practices and techniques of marketing and communications and the demonstrated ability to implement strategic marketing plans. Knowledge of brand marketing, direct marketing, and cross-marketing techniques and practices.

KAS#2 Knowledge and Skill in applying a variety of techniques in analyzing and evaluating the communications and marketing programs and making recommendations for improvement.

KAS#3 Knowledge and Skill in developing written and electronic materials designed to promote the services and programs of the Library and encourage target audience to support the efforts of the Library. Skill in working with media to place advertisements.

KSA#4 Ability to identify and develop creative approaches and tools to reach targeted audiences.
